BACKGROUND

The Pa-O ethic group number approximately 2 million people, dispersed mainly around
Shan
State,
Kayah
State,
Karen
State and Mon
State. Further to ceasefires signed in 1991  and 1994 with the SLORC / SPDC, the two main opposition groups, the Pa-O National Organisation (PNO) and the Shan State Nationalities Peoples Liberation Organisation (SSNPLO), both based in Southern Shan State, have been unable to provide effective and coherent support and protection for Pa-O communities. The vast majority of Pa-O remain extremely poor, with very limited access to basic education and healthcare.

 Pa-O young people are rarely offered the opportunity to progress beyond 10^th standard education, and many are forced to cut short their schooling for economic reasons. Pa-O communities receive minimal assistance for education from the central government, and schools only exist due to local support. 

Cohesion among the Pa-O community is fragile. Civil society structures are almost non-existent. The ceasefire groups that claim to represent the people, and partially administer them, are weak, and prone to corruption and instability, further undermining community cooperation. The lack of education in the population, and the urgent priority to produce enough food to survive, hinders the development of community structures to improve circumstances. The minority status of Pa-O communities in their areas further contributes to their marginalisation. They are harassed both by SPDC forces stationed in their areas, and by other ethnic armed groups. Such harassment includes the forced appropriation of food and other property, forced labour, forced conscription, forced military porterage, and various kinds of extortion. Only recently in Shan State Pa-O villages have been burned and villagers kidnapped by ethnic armed groups.

Research Methods

Province Interviews, questionnaires or survey and of topic of discussion are prepared in advance before implementation in the field in order to get the relevant information for research. And they are initiated by discussion with the experienced, research adviser, the activities and group talk with Pa-O monks, and the native tongue for each language. Then, the feedback and command are used to make a change to improve the questions or questionnaires.  

Data and information’s collections are used in set up group discussion, individuals interview and informal chats with the Pa-O migrant workers, Pa-O movement’s activists, monks at the monastery, and employees at the factories, restaurants and constructions sites in conditionally. The questionnaires are created in three languages, which are Pa-O, Burmese and English and they are given to the Pa-O migrant worker those who in different occupations: such as waiters, waitress, constructors, shop helps, house maids, factory workers were worked as various places such as factory, restaurant and at their living houses, and Pa-O monks, and social movements individually.  At the same time, the community meeting are taken place at the monastery occasionally and the opinions of the participants from meeting also used in the research by their permission. And for the data collection are voluntarily helped by the Pa-O monks and some other migrant workers.

Burma·         The activities of Pa-O Youth Organization and Pa-O monastery             During the course of researching as primary, it was completed 19 interviews, 57 questionnaires and several meetings and group discussions, informal chats and groups interviewing. There is also having a formal workshop with the PYO and meeting with Pa-O monks with consisted of 13 participants on the issue of the Pa-O culture. And the secondary sources is including with research reports on the migrant workers, International Convention on human rights, books and articles on internet, Pa-O books and magazines.

forward the feedback about MAP radio program to you. Today I went to

Namkhem and met with Radio broadcasting supervisor who responsible at

there.I discussed about to broadcast our radio program with him.My

discussion were included educate the health issue among the Migrant,how

to stay flexible  among Thia communities. Generally he accepted what I

discussed but he said if we can provide  permit document from quater

officer is better. And he said another point that the present time in

southern Thailand are attendtion from Government. Now the channel of

Ban Namkhem radio broadcasting is changing from 96MHz to 100.25MHz.

They changed  their management .Before they did have supervisor person but now the community elected that position.Last sunday I released the radio at there but just Thai language.Currently I couldn’t release

regular so i have time and went to any communities to collect the data from the person who were listened various radio broadcasting.And then I

shared them how to catch the channel they would like to listen.So Iwant to point out is the permit letter from officer.I hope Pi Seang
